WASHINGTON—Climate-related changes in the environment are becoming a national security issue, gradually rising to the top of the Defense Department’s priorities. “Rising sea levels, to severe droughts, to the melting of the polar caps, to more frequent and devastating natural disasters, all raise demand for humanitarian assistance and disaster relief,” Defense Secretary Leon Panetta said recently at the Environmental Defense Fund event. A connection between the classroom and national security?

WASHINGTON—Education and national security affect each other, according to one independent task force that concludes that America’s failures in the classroom pose five distinct threats.
